Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Immense energy is expended on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capability provided through timely intelligence. From observation points, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes delivered to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by partner states. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the hostile projectile won't cause damage this time, preventing destruction from devastation and additional electricity failures.
Persistent Threats
Not long after, a large-caliber weapon opened up on a drone in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a reliance that regional partners are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The detailed framework from Washington provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, certainly, continue.
Strategic Calculations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is impossible to force Russia to surrender the land that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does minimal to discourage Russia, through diplomacy or military means, from believing that the current condition will not shift further in its favour in the near future.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but averting a entire defensive failure until circumstances change in its favour.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: political desires to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their attention does not move to internal issues. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
